Council Meetings

Meetings

City of Thompson Mayor & Council regularly gather for two types of meetings: Committee of the Whole meetings and Regular Meetings of Council. Other types of meetings are held as needed.

Committee of the Whole Meetings

At Committee of the Whole meetings, Council hears departmental reports, reviews correspondence, and decides whether to add matters requiring a vote to a Regular Meeting of Council agenda.

Regular Meetings of Council

Council votes to approve or defeat resolutions and by-laws during Regular Meetings of Council.  

Special Meetings of Council

Special Meetings of Council are sometimes held for votes on spending resolutions or other urgent matters that can not wait until the next scheduled Regular Meeting of Council.

Thompson Planning District Meetings

Occasionally, Council participates in Thompson Planning District board meetings along with a representative from the Province of Manitoba and the administrator of the Local Government District of Mystery Lake.

Public Hearings

Manitoba’s Municipal Act requires Council to hold public hearings on certain matters affecting property owners and residents, including the annual Financial Plan, long-term borrowing for capital projects, permanent road closures, proposed local improvements or special services, proposals to adopt or amend a development plan, and zoning by-law applications. Public Hearings allow Council to provide citizens with information about proposals and to gather their feedback to assist them in making decisions.  

Meeting Schedule

Committee of the Whole meetings are held on the first and third Mondays of the month in council chambers at City Hall. 

Regular Meetings of Council are held on the second and fourth Mondays of the month in council chambers at City Hall. 

If a holiday or day off in lieu of a holiday falls on a Monday, the meetings are held on Tuesday.

If there is a fifth Monday in a month, no meetings are scheduled for that date.

July, August and December each have only one Committee of the Whole meeting, on the first Monday of the month, and one Regular Meeting of Council, on the second Monday of the month.

 

Public Hearings and Thompson Planning District board meetings are usually held in City Hall on Mondays at 7 p.m. prior to Committee of the Whole meetings and Regular Meetings of Council. They may be held on other dates and at other times and Public Hearings may also be held in at different locations and times.

Upcoming Public Hearings are advertised in two consecutive editions of the Thompson Citizen, on the City of Thompson website and publicized on the City’s social media accounts. When a hearing is related to zoning changes for a specific property, owners and residents of adjacent and nearby properties get notices about the upcoming hearing delivered to them.

Participating in Meetings

City of Thompson Council meetings are open to the public, with the exception of In-Camera meetings, which can only be held to discuss certain matters and where no votes take place.

Members of the public can attend Committee of the Whole Meetings, Regular and Special Meetings of Council, Thompson Planning District board meetings and Public Hearings.

Community Comments and Feedback

Both Committee of the Whole and Regular Meeting of Council agendas include up to 10 minutes for comments and questions from residents. Special Meetings of Council are held to discuss specific resolutions and there is no opportunity for public comments or questions.

Appearing as a Delegation

Organizations and individuals can apply to appear as a delegation at either a Committee of the Whole meeting or a Regular Meeting of Council. Delegations have up to 10 minutes for a presentation, with Council given an opportunity to ask them questions afterwards. Potential delegations must submit a completed Delegation Request Form identifying the topic of the presentation and the desired outcome to the Executive Assistant at City Hall by 12 p.m. on the Wednesday before the meeting at which they wish to appear. Council does not have to make immediate decisions on any requests that delegations make.

Speaking at Public Hearings

Any person who wishes to speak about the subject of a Public Hearing can do so, provided that they state their name and address for the public record.

Those who wish to share their views but are unable to attend a Public Hearing in person can submit written statements in advance of the meeting. These statements will be added to the record of public comments.

Watching Committee of the Whole meetings, Council Meetings, Thompson Planning District board meetings and Public Hearings

Meetings involving City of Thompson Council, with the exception of In-Camera meetings, are livestreamed on Facebook and YouTube. Meetings are also broadcast live on Rogers TV Channel 11. Past meetings can be watched on the City of Thompson YouTube channel.

Agendas & Minutes

Council business is organized through development of a formal agenda. The agenda ensures meetings are held in an efficient and effective manner.

Council meeting minutes are the official public record of council decisions. Official versions of all minutes and agendas can be obtained with the payment of a fee from the Executive Assistant to the City Manager.
